This brief argues that quarrels over inadequate defense budgets are not the reason behind NATO’s current turmoil. The real problem is the growing divide over what ‘security’ means. With the Trump administration’s two-fisted preference for ‘hard’ over ‘soft’ power now in play, there is a danger that the Alliance will become a ‘zombie’ organization with little agreement and cooperation among its members.
