This article argues that efforts that aim to reduce tensions on the Korean Peninsula and denuclearize North Korea must begin by fostering dialogue between Pyongyang, Washington, Seoul and Tokyo. To further this end, the text’s authors outline key issues that should be addressed by such dialogue, including 1) how to restore a military hotline between the two Koreas; 2) agreements on how to scale down or relocate military exercises away from sensitive areas on the Peninsula; 3) how to establish mutual commitments on non-aggression, and more.
