This paper reviews the role of security cooperation in US remote warfare – i.e., drones, special operations forces, intelligence assets, etc – and how it has become a central instrument in the country’s counterterrorism toolbox. More specifically, it focuses on 1) the development of security cooperation in US counterterrorism efforts since 2006; 2) the use of such cooperation in US counterterrorism operations under the Obama administration, with examples drawn from efforts to combat Al-Qaeda in the Arabian Peninsula and Al-Shabaab, and 3) the future of security cooperation under the Trump presidency.
