This report examines the network of separatists in Chechnya and the North Caucasus and outlines Russian counterterrorist activities. The author describes the continuous terrorist violence and Russian efforts to eliminate it. Russian federal forces face serious problems in the region despite an extension of their troops and liquidation of extremist leaders. The author also discusses the changes in Chechen leadership and the situation of lack of authority and rule of law.
