The article addresses the situation in Chechnya after the assassination of the Chechen President Akhmad-Khadzhi Kadyrov in May 2004. The author discusses the new dynamics of power, Russia’s counterterrorist operations and the escalation of terrorist activities in Ingushetia, North Ossetia, Stavropol’ Kray, Dagestan and Basayev’s external campaigns. The author states that Russian President Vladimir Putin’s normalization process in Chechnya has not improved the situation for the ordinary Chechen nor neutralized a widening tract of terrorist violence inside and outside Chechnya.
