This report assesses the UK government’s legal liability in case of an adverse civil plutonium incident on its territory. Using the existing statutory framework, the authors consider two possible scenarios: the removal or theft of nuclear fuel from the Sellafield facility; and the possibility of an airplane carrying nuclear fuel crashing and burning. The report concludes that a comprehensive overhaul of the UK’s liability legislations is necessary, as it is too limited to compensate victims of such an incident.
