This document outlines the principle issues up for discussion at the 2005 Review Conference for the Nuclear Non-Proliferation Treaty (NPT). The authors argue that the regime is threatened by the combined effect of a paradigm shift in US nonproliferation policy away from reliance on multilateral instruments, a weakening of the political will among the nuclear weapon states (NWS) to pursue nonproliferation and disarmament goals, and serious doubts about the NPT’s efficacy to enforce compliance among state parties. To re-establish the viability of the NPT, the authors offer solutions and recommend giving the NPT one last try before state parties proceed to negotiating a replacement.
