This briefing 1) assesses the US-led coalition’s air war in Iraq and Syria against the so-called Islamic State; 2) details how the ad hoc operations work; 3) gauges the transparency and accountability of the belligerents (i.e., the US, Canada, the UK and Denmark); and 4) provides policy recommendations on how to conduct similar airpower-based conflicts in the future.
