The publication discusses the prospects of a legally binding security assurance that would safeguard non-nuclear weapon states from nuclear attack. The brief examines UN Security Council resolutions, conventions and review conferences at the foundation of the international legal instrument. The brief offers five recommendations based on commitments from review conferences since 2000.
