The publications discusses measures to strengthen the safeguards system that falls under the mandate of the International Atomic Energy Agency (IAEA). It outlines attempts to improve the IAEA’s capacity to inspect and monitor states' nuclear and nuclear-related activities via additional protocols. Furthermore, it provides an analysis of weaknesses of the safeguard regime. Among the recommendations stated is the call for state parties that have not yet done so to sign and implement comprehensive safeguard agreements.
