The publication examines international negotiations regarding the Fissile Material Cut-Off Treaty (FMCT) and reasons behind the deadlock. It discusses the consensus-building efforts of the Non-Aligned Movement following the Conference on Disarmament in 1995 and their sphere of influence on nuclear weapons states in the new millennium. Differences between parties over the scope of the Treaty are discussed in detail, as are the benefits of an FMCT and the prospects of progress.
