This report addresses concerns over Japan’s pursuit of plutonium for its large-scale recycling program and examines this development's regional impact. It argues that the 2005 Review Conference of the Nuclear Non-Proliferation Treaty failed to define precise safeguarding techniques for the Rokkasho-Mura reprocessing plant that would prevent plutonium from being diverted to the production of nuclear weapons. The authors close by calling for the nuclear power plant to be abandoned.
