This brief discusses the bargaining process between Nuclear Non-Proliferation Treaty (NPT) member-states and India and Pakistan, with the latter two rejecting calls for becoming a party to the NPT. The author examines prospects for progress in three fundamental areas. First, the recognition of India, Pakistan and Israel as nuclear weapons states. Second, how to constrain further developments of the above-mentioned countries' nuclear programs. And third, how to include the three in parallel high-level consultations.
