This paper discusses changes in democratic attitudes in Lesotho based on three surveys conducted in 2000, 2003 and 2005. It examines mass attitudes to local government and shows their relation to answers on other political and social issues. It concludes by stating that, although there is a functioning system of local government elected by the people and separated from both chieftain and central government, the mechanisms by which the system is to function are not yet in place.
