Publication

This paper explores the lack of reform in Serbia and Montenegro's security sectors. The author argues that bringing the security sector under full democratic control is a prerequisite for establishing long-term security throughout the region. The paper additionally discusses a Center for Civil-Military Relations "Compendium" to increase information dissemination and education of Serbian security sector reform.
