The publication explores the development of the security arm of the Shanghai Cooperation Organization (SCO). The report highlights advances since the Peace Mission 2007 and continued steps toward a full-grown security organization. The author concludes that the SCO must fulfill three essential elements before it can be described as the 'NATO of the East.'
