The publication discusses the shift in attitude and policy behavior of Russia in relation to the republics of the Central Asia. The authors examine the inconsistencies and contradictions in Russian policy through the post-Soviet period. The report argues that following the accession to power of Vladimir Putin in 2000, Moscow’s foreign policy began to be more focused.
