According to the authors of this brief, Germany and France’s efforts to revitalize the fading EU project won’t be easy. Compromises will have to be made on fiscal and defense policies, and it remains unclear whether President Macron will have the political capital he needs to push Germany towards closer fiscal assimilation in return for France inching towards closer EU foreign and security policy integration.
