This paper considers Russia's reliability as an energy supplier to Europe. It notes concerns ranging from the country's future ability to satisfactorily supply both its domestic and foreign markets, the lack of transparency characterizing the Russian energy industry, and uncertainty about Russia's foreign policy ambitions with respect to energy. The author argues Europe has focused on diversifying its energy suppliers. However, the extent of diversification is often exaggerated and divisions within EU policy circles accord Russia room for maneuver.
