This paper discusses the issues associated with the implementation of integrated water resource management (IWRM) in Kyrgyzstan. It analyzes Kyrgyz water governance and assesses the potential of and obstacles to the realization of the normative framework of IWRM in a transition country. The author further identifies existing progress toward IWRM and provides recommendations on how to further develop Kyrgyz water governance in compliance with IWRM.
