This paper discusses European Commission’s (EC) provision of budget support and assesses EC’s performance as a donor in the provision of budget support. It explores the central elements of the EC’s budget support concept and examines it in terms of the objectives envisaged for and the risks entailed by budget support. Furthermore, it looks into the extent the concept is in fact being implemented in the EC’s budget-support programs and draws conclusions for German development cooperation.
