This publication analyzes how to balance the needs of disaster responders with those of disaster-affected people when using emerging technologies in humanitarian operations. The report’s principal findings are that 1) there is an inadequate focus on demonstrating if particular innovations truly benefit assisted populations; 2) local innovators may be more open to the unforeseeable potential uses of their own ideas, which can have an impact on humanitarian operations, and 3) start-up companies are uniquely situated to cooperate productively with local communities to further innovation.
