This publication examines the state of international relations from a Russian perspective. The author argues that Moscow’s perception of foreign policy has been significantly influenced by NATO’s military action against the Federal Republic of Yugoslavia in 1999 and the events of 11 September 2001. He concludes that further use of force outside UN auspices may break-up the anti-terrorist coalition and push other states into unilateral action.
