This paper discusses the role of information and communication technology (ICT) in developing countries and shows how ICT is often out of reach of the poor and those in rural areas. It explores the influence of ICT issues such as the internet and mobile phones and discusses the role of the UK and wider international community as well as the effectiveness of projects funded by international aid.
