This paper places water at the center of the challenge posed by climate change, diminishing food security, and inadequate access to clean drinking water and sanitation. It discusses The Advancing the Blue Revolution Initiative (ABRI) - funded by the US Agency for International Development (USAID) that seeks to change the culture and governance of water in the Middle East and Africa. The paper lists sector trends, advocates the importance of partnerships in the form of strategic value networks and looks at one of the biggest challenges facing the water and sanitation sector, namely, the need for innovative financing.
