This paper sketches out the main provisions of the Treaty on Open Skies and discusses the interest of the original and new state parties in the agreement. It focuses primarily on events since 2005: the first Review Conference, preparations for the use of additional sensor categories, the flight allocation for 2008, and the outcome of the treaty implementation process - that is, support for monitoring of arms control treaties and military transparency in a co-operative setting.
