This study examines Russia's energy policy. First, it describes the energy interdependency between Russia and Europe and then discusses the benefits from greater efficiency and alternative energy sources. Further, it examines the obstacles to cooperate and proposes cooperation in the following areas: scientific exchanges, technology transfer, financing vehicles, grassroots civil society movements and regulatory changes.
