This study examines Serbia's energy potential. First, it gives an overview of the energy sector and than considers the key obstacles in the area of regulatory and institutional capacity. It concludes that to move forward, Serbia's policymakers should provide training to increase the number of energy experts, put in place the necessary regulations, and ensure that prices send the right signals.
