What form of trade relationship should the UK’s aim for with the EU as it moves ahead in the Brexit negotiations, especially if it wants to ensure preferential trade ties? If the British government sees a free trade agreement as the way forward, this report argues that one useful frame of reference for the negotiations would be the North American Free Trade Agreement (NAFTA), particularly its customs regulations and its rules of origin.
