This publication contends that the deplorable living conditions of North Korea’s residents and refugees have become more than a humanitarian issue and are major regional and international security concerns. In response, the text’s author argues that the US and South Korea should adopt cooperative and coherent measures to pressure North Korea to improve its human rights record. While bringing human rights to the negotiating table may anger Pyongyang in the short term, the author contends that in the long term this would be beneficial to all involved, particularly in the event of reunification.
