This report explores how the African Union (AU) could support the implementation of a transitional justice process in South Sudan even as the country’s ongoing civil war continues. In order to do so, the text’s authors review South Sudan’s transitional justice needs, which relate to how to 1) reestablish the rule of law, 2) redress gross human rights violations, and 3) build an inclusive vision for the country’s future. They also examine lessons learned from transition experiences in other African countries and how they could inform a transitional justice strategy in South Sudan.
