This issue of “Perspectives on Terrorism” begins by exploring the critical role facilitators play in the foreign fighters phenomenon. The subsequent articles focus on 1) the nature of Islamist strategies in the wake of the attacks in Paris and Brussels; 2) the culmination of a European Union project on Countering Lone-Actor Terrorism (CLAT); 3) the personal characteristics of lone-actor terrorists; 4) the inherently contextual nature of countering violent extremism, as illustrated by the approach taken by the United Kingdom; and 5) an interview with former Canadian undercover agent Mubin Sheikh, who helped disrupt the “Toronto 18” terrorist cell.
