This FIIA Comment focuses on Ukraine’s troubled quest for modern and transparent governance, which has been marred by 1) powerful oligarchs and systemic corruption, and 2) the country’s ongoing conflict with Russia. Despite these problems, however, it’s also important to note that over the last 25 years Ukraine has reached a level of national mobilization that is unprecedented. To build on this momentum and create a truly effective and trustworthy state, the text’s author urges Ukraine to reconcile its costly, corrupt and reform-resistant state institutions with its vibrant civil society.
