This paper argues that 1) the connection between Russia’s internal developments and its foreign policies remain strong; 2) Moscow’s foreign and military policy goals may not have changed, but the means it uses to achieve them have; and 3) small neighboring states such as Finland need to defend themselves by strengthening their social solidarity and actively pursuing international cooperation.
