This publication argues that the social and economic marginalization of communities in the periphery of Maghreb countries is an ongoing source of instability in the region. Key insights include 1) that this marginalization is fueling militancy and jihadist recruitment, especially among restless youth; 2) governmental response has been parochial with an overemphasis on heavy-handed security approaches; 3) these security responses often end up further polarizing communities and worsening youth disillusionment; and more.
