This report offers a synopsis of insights gathered during a workshop on attribution in cyberspace that took place in August 2019. More specifically, the workshop addressed 1) key areas hampering effective attribution practices and potential mitigating activities; and 2) the potential of an independent network of civil society organizations, industry representatives and governments that could share attribution principles to improve such practices.
