This paper focuses on the troubled relationship between Europe and Russia, where the former’s calls for greater strategic cooperation is being met by growing Russian indifference. According to the text’s author, Moscow’s shift in interest to Asia is attributable to the weakening of Europe’s soft power. Indeed, Brussels is now seen by both the Russian government and people as weak and in decline.
