This publication contends that two contradicting trends are challenging the liberal, norms-based international order: the rise of geopolitical realism and great power competition on the one hand, and the diffusion of power and increased importance of networks on the other. In consideration of these challenges, the text’s author argues that the EU should develop foreign policy strategies that utilize networks as an instrument against power politics. It also presents two case studies on how a network-based approach can help the EU to defend its values and interests.
