This paper analyzes how the failure to enforce agreed upon modalities continues to undermine ceasefires and peace negotiations in Syria. As the text’s author sees it, the central problems remain 1) the polarized positions of the US and Russia, and 2) the unrelenting urban warfare being conducted by major armed factions in the country. Needless to say, they all need to return to the negotiating table forthwith.
