This publication looks at how the growing share of Africa’s urban residents living in slums is creating another source of fragility on the continent. In particular, the text’s author highlights 1) that slum dweller numbers are rising as a result of an expanding and increasingly youthful population; 2) residents of African cities report among the highest levels of fear of violence in the world; 3) the inability of government institutions to deal with conflicts over land, property rights and services for urban residents—coupled with either absent or heavy-handed security agency responses—is contributing to a growing mistrust of African security and justice institutions, and more.
