As the title suggest, this publication outlines the four reasons why the text's author believes Finland is well placed to counter and resist the threat posed by hybrid warfare. These are that Finland 1) is fundamentally a stable and functioning state; 2) has a long-standing concept for comprehensive security; 3) continues to build upon a dense international security cooperation network; and 4) has a modern and integrated national defense system.
