This report analyzes the debates on Russia in several EU member states that play a key role in the European Union’s relations with Moscow. More specifically, the five countries covered include Germany, France, Italy, Poland and the United Kingdom. Further, the key research questions that frame the analysis include 1) how have international developments since 2014 affected bilateral relations between Russia and EU member states? 2) How have domestic debates on Russia in EU member states evolved? 3) Who are the main actors in these debates? And 4) what are the foreign policy priorities of member states vis-a-vis Russia, and what role do they play at the EU level?
