This paper provides practical guidance on the establishment and consolidation of independent bodies that oversee state organizations involved in the collection, analysis, production and dissemination of intelligence. Key issues addressed include 1) the responsibilities of institutions involved in intelligence oversight 2) the advantages and disadvantages of different intelligence oversight systems; 3) intelligence transparency, secrecy and oversight in democratic states; 4) how to monitor the use of personal data and information sharing by intelligence agencies in an effective way; 5) financial oversight of intelligence services, and much more.
