This article focuses on the first phase of the World Summit on the Information Society, which took place in 2003 and grappled with 1) the problems inherent in "the digital divide," and 2) how information and communication technologies might be used to promote social, economic and cultural development. The text's author also explores the summit’s goal of developing a common vision of the information society; how the digital divide parallels the divisions between the Global North and South; the technological difficulties of overcoming the divide, and much more.
