This report argues that it’s reasonable to believe that both the Mexican government’s forces and the Zetas drug cartel have committed crimes against humanity over the past decade. The report’s authors also accuse successive Mexican administrations of systematically failing to hold anyone accountable for these crimes, primarily because of political obstructionism. To address this problem, the authors outline a set of recommendations for Mexican officials, including slow but significant reforms to the justice sector and creating a government body with the power to prosecute both atrocities and corruption.
