The use of riot control agents (RCAs) as a method of warfare is prohibited under the Chemical Weapons Convention (CWC). Yet, the CWC nevertheless permits the employment of such weapons for law enforcement provided that they are used in "types and quantities" consistent with such purposes. This report highlights the development, testing, production and promotion of "wide area" RCAs by state and non-state actors. It considers the use of large smoke generators, backpack or tank irritant sprayer devices, grenade launchers and other products.
