This report focuses on the 2010 Review Conference on the Treaty of the Non-Proliferation of Nuclear Weapons (NPT) and the progress on the implementation of the 'Action Plan' made by the states party to the NPT. The methodology used to measure progress is also detailed. Though there has been progress on certain measures by individual states, the report assessment finds that overall progress has been limited and uneven.
