This paper examines whether the online trade in dual-use equipment is having a disruptive effect on biological arms control efforts. The paper's authors conclude that 1) such equipment is readily available from Internet vendors; 2) the trade poses a significant threat to anti-biological weapons, and 3) specific steps need to be taken to reverse the problem.
