This paper discusses Iraq's continuing transformation as well as challenges and solutions with regard to the Iraq crisis. The authors address civil-military relations in Iraq between 1921 and 2006, the economics of reconstruction in the country and US policy decisions on the insurgency. Two other articles in this issue discuss the role of the media in the fight against terrorism as well as US homeland and border security.
