This paper presents chapters discussing issues and challenges for US security policy related to the proliferation of weapons of mass destruction (WMD), just before the inauguration of George W Bush's administration. In particular, the paper addresses critical issues in US foreign relations, the threat of nuclear, biological and chemical terrorism and the organization of US government for non-proliferation. The paper states that the institutions that were designed for WMD threat containment are being outpaced by technical and political changes and finds that domestic pressure in key states makes it increasingly difficult to proceed with international cooperation in this field.
